He became Emperor in 4E168, ruling for 3 years prior to the Great War and later having the Stormcloak Uprising erupt around 20-25 years after the White Gold Concordat, which he attempted to crush through use of the Imperial Legion and his appointed Provincial Governor. How would this dynamic shift relate to that of Titus Mede II? He is assassinated leading to the more liberal Kintyra, a blessed reign, this is a dynamic shift from despot to patron of arts. Pelagius was a strong authoritarian ruler in much the same vein as Tiber (rumoured to be advised by Ysmir and worried about managing the provinces/secession), I believe he was not unwilling to crush rebellions and maintain the autocratic rule over Tamriel which in the early days of the Septim Empire was not unquestioned, see the Moth Rebellion and his use of Provincial Governors. In truth, he's a little nervous with all these provinces. Pelagius is just not of the same caliber. Tiber Septim is succeeded by his grandson, Pelagius I.
